The SCHIP bill, however, includes a plan on how to pay for it (a cigarette tax). There's also been studies done on the SCHIP program that show it actually <i>saves</i> money because of the decreased number of emergency medical expenses that the state gets stuck with. I'll have to look it up again ( I know there's a link at the old site), but I think it was something along the lines of $3000 saved per child.
